BECA, again adapted to India, will also facilitate the exchange of sensitive data with India by the United States once signed. This Agreement provides both countries with access to designated military infrastructure in one of them for logistical support, including refuelling, and also allows them to exchange geographical information and information relevant to defence-related matters. In addition, it will allow the United States to share satellite data and other sensors with India to improve the destination and navigation capabilities of the Indian military, such as Indian missiles. But it is the U.S. strategic partnership with India that Washington wants to use to offset China`s rise in the broader field of indopazive. The first U.S. president to visit India twice during his tenure, Obama pledged to forge deeper cooperation with India, which he called “the center of influence of the twenty-first century.” There is no doubt that rapprochements such as the basic agreements and the Strategic Partnership of New Delhi have increasingly engaged Washington. But besides the Indian government, Prime Minister Modi is personally indebted to the United States. The signing of this agreement will take place at the annual 2+2 meeting to be held on 26-27 October in New Delhi between US Secretary of State Mike Pompeo and Indian Secretary of State S. Jaishankar, as well as between US Secretary of Defense Mark Esper and India`s Minister of Defence, Rajnath Singh. Both governments seem keen to conclude beca as a priority at this stage.

Such agreements would have protected the country`s freedom of action and political action, the integrity of India`s communication system as a whole and the software that motivates it. Most importantly, the country`s image as an independent player on the international stage would have been strengthened. But unnecessary compromises and unilateral agreements that seriously harm the national interest have somehow marked Indian foreign policy in the new millennium and Jaishankar`s diplomatic work. Both US President Donald Trump and Prime Minister Narendra Modi wanted to finalize BECA as soon as possible, which was hinted at during Trump`s visit to India in February. They wanted the deal on the defense deal, which has been on the table in India for more than a decade, to be concluded soon. India has its own satellite imaging capabilities and was not ready to join BECA at first, but recent confidence in relations between the two countries and geopolitical developments around the world, including China`s growing thirst for war, has finally convinced it. In 2018, India and the United States signed a Communication and Security Compatibility Agreement (COMCASA) enabling the exchange of intelligence data in real time. The agreement allows India to obtain high-tech avionics, electronic systems and encrypted communication data from the United States. Another fear is that such agreements often benefit the United States far more than its partner countries.
